At the next scientific seminar of the Institute of Information Technology of the Ministry of Science and Education, a report was presented on the development of the “Surgical Platform” portal within the framework of scientific and innovative cooperation with Azerbaijan Medical University (AMU).
First, Academician Rasim Alguliyev, Vice-President of ANAS and Director General of the Institute, spoke about the cooperation established with AMU, the projects implemented, and the joint research carried out. He described the multilingual and multifunctional educational portal “Surgical Platform,” developed by the Institute’s staff for students and residents, as a truly innovative project in the field of distance learning technologies. The scientist noted that extensive discussions would be held at the scientific seminar on further improving and developing the system.
Academician Rasim Alguliyev recalled the signing of a Memorandum of Understanding between Azerbaijan Medical University and the Institute of Information Technology to develop cooperation in the fields of digital health and digital medicine. He noted that the agreement opens up broad opportunities for developing multifaceted cooperation between the two institutions in the fields of ICT, digital technologies, and artificial intelligence.
Professor Nuru Bayramov, Corresponding Member of ANAS and Head of the First Department of Surgical Diseases at AMU, spoke about the ongoing cooperation between his department and the Institute of Information Technology, highlighting joint projects, research activities, and achievements. He also provided information about the multilingual and multifunctional educational portal “Surgical Platform,” developed by the staff of the First Department of Surgical Diseases and the Institute of Information Technology, designed for students and residents.
Professor Nuru Bayramov noted that the platform is planned to be used in other departments of AMU as well as in several foreign countries in the future.
Then, the report co-authored by the Institute of Information Technology’s senior specialists, Aqshin Pashayev and Raqif Ismayilov, was presented by A. Pashayev. The presenter noted that the “Surgical Platform” project, launched in January 2022, was developed within the framework of scientific and innovative cooperation between the Institute of Information Technology and Azerbaijan Medical University. He stated that the main goal of the project is to provide students, residents, and physicians with essential knowledge on organ diseases, their examination, differential diagnosis, conservative treatment methods, and surgical procedures.
A. Pashayev explained the structure and functions of the portal. The platform provides information on clarifying diagnoses and selecting appropriate examination and treatment strategies through a question-and-answer format and slides. Users can access materials based on faculty practical experience, lecture notes, and textual resources. “The portal features a multilingual interface, making it accessible to students, residents, and physicians in different countries, and even patients,” he added.
Then A. Pashayev discussed the measures taken to expand the portal’s functional capabilities, emphasizing that work is being carried out in stages and that additional modules and new features are being implemented. He also spoke about the planned work to improve and develop the portal and strengthen its functionality and outlined future implementation plans.
Following the presentation, discussions were held, and questions were answered.
Finally, Academician Rasim Alguliyev presented his suggestions and recommendations on the report. He emphasized the necessity of improving and developing the “Surgical Platform” based on artificial intelligence and digital technologies. The scientist also noted the importance of preparing a scientific article on the creation of the portal, its capabilities, and future prospects.
Academician Rasim Alguliyev drew special attention to ensuring the platform’s sustainable operation, as well as its maintenance, development, and effective management. He noted that the continuous updating of distance learning materials, the analysis of international experience, and the implementation of advanced approaches will significantly contribute to the platform’s development as a scientific and innovative project.
