According to this document, the Programmer's Day is celebrated in Russia on the 256th day of the year - on September 13, and if the leap year is on September 12th. The number 256 is chosen because this is the number of integers that can be expressed using one eight-bit byte, and this is the maximum power of 2, which is less than the number of days in the year - 365.
It should be noted that in 2009, Russian President Dmitry Medvedev signed a Decree on Approval of the Programmer's Day as a professional holiday.
