Significant work has been done to ensure the provision of modern and flexible management in the Republic of Azerbaijan, improving transparency in the activities of state bodies and eliminating cases that create conditions for corruption.
However, in order to ensure transparency and efficiency in providing citizens the full electronicization of state services in labor, employment, social protection and social security, formation of relevant information systems, innovative management through the use of information technologies, prevention of corruption, abuse and procrastination there is a need for a number of additional measures to be taken.
In order to improve the management system in these areas, as well as to increase the effectiveness of the activities of a number of organizations included in the structure of the Ministry of Labor and Social Protection of Population of the Republic of Azerbaijan, guided by Paragraph 32 of Article 109 of the Constitution of the Republic of Azerbaijan, I hereby decree:
1.Establishment of the "Centralized electronic information system" (hereinafter - CEIS) on the basis of information systems of the Ministry of Labuor and Social Protection of Population.
2.Ministry of Labor and Social Protection of Population of the Republic of Azerbaijan:
2.1.Ensure the creation of "e-social" internet portal (hereinafter - Portal) within three months for the provision of services to the population on the activity directions of the Ministry of Labor and Social Protection of Population of the Republic of Azerbaijan;
2.2.ensure the creation of a subsidy alert system in the CEIS within a six-month period in order to carry out electronic employment services;
2.3.Take actions together with the Special State Protection Service of the Republic of Azerbaijan in order to ensure the safety of operations and personal data provided through the Portal;
2.4.Within three months with the Ministry of Justice of the Republic of Azerbaijan, the Ministry of Finance of the Republic of Azerbaijan and the State Agency for Citizens Service and Social Innovations under the President of the Republic of Azerbaijan:
2.4.1Prepare and submit to the President of the Republic of Azerbaijan a draft regulation on the CEIS;
2.4.2.Prepare and submit to the President of the Republic of Azerbaijan a draft regulation on Portal statement;
2.4.3. to prepare proposals on the improvement of legislation on determining the social insurance experience of citizens , automation of retirement assignments, elaboration of electronic services in this field and and submit to the President of the Republic of Azerbaijan
2.5. take other measures arising from this Decree.
3. The State Agency for Public Service and Social Innovations under the President of the Republic of Azerbaijan take measures through the "electronic government" portal, to exchange information and electronic services between the information systems and resources of other state bodies in order to ensure the functioning of the portal and the subsystem referred to in paragraph 2.2 of this Decree.
4. The Cabinet of Ministers of the Republic of Azerbaijan:
4.1. to prepare proposals within 2 month and submit to the President of the Republic of Azerbaijan on improvement of the legislation of the Republic of Azerbaijan in connection with transition to full electronicization of retirement assignment and services in the field of labor, employment, social protection and social security;
4.2. Within two months, to finance the costs of establishing and maintaining the subsystem, as defined in paragraph 2.2 of this Decree;
4.3. To prepare proposals on bringing the statements of the President of the Republic of Azerbaijan in line with this Decree within three months and submit to the President of the Republic of Azerbaijan;
4.4. Inform the President of the Republic of Azerbaijan within three months of bringing the normative legal acts of the Cabinet of Ministers of the Republic of Azerbaijan into compliance with this Decree;
4.5. keep control over compliance of normative legal acts of the central executive bodies in this Decree and inform the President of the Republic of Azerbaijan within five months of its implementation;
4.6. to resolve other issues arising from this Decree.
5. Ensure compliance of normative legal acts of the Ministry of Justice of the Republic of Azerbaijan and normative acts of central executive bodies with this Decree and Inform the Cabinet of Ministers of the Republic of Azerbaijan.
