President Vladimir Putin, as part of his address to the Federal Assembly, called for the prompt formation of a legal framework for the work of foreign scientists and specialists in Russia, including in the field of information technology.
In addition, the president stated the need to create conditions for more talented students from other countries to come to Russia to study. At the same time, Putin called for facilitating the acquisition of citizenship after completion of training.
According to the president, Russia needs to support high-tech companies, create a favorable environment for the development of start-ups, and in the shortest time remove all barriers for the development of robotics and artificial intelligence.
"In the shortest possible time, we need to create an advanced legislative framework, remove all barriers to the development and wide application of robotics, artificial intelligence, unmanned vehicles, electronic commerce, and large data processing technologies. Moreover, such a regulatory framework should be constantly updated, "the head of state said.
