A scientific seminar titled “Main Directions for Ensuring Cyber Sovereignty on the Digital State Platform and Scientific-Technological Challenges in Forming a National Cybersecurity Ecosystem” was held at the Institute of Information Technology of the Ministry of Science and Education of the Republic of Azerbaijan.
During the seminar, head of AzScienceNet Operation Center Babak Nabiyev emphasized that cyber sovereignty has become a key component of the strategic development of modern advanced states. In the context of ongoing digital transformation, the concept of sovereignty has expanded beyond geographical boundaries to include virtual space. It now encompasses control over information flows, management of network and communication resources, protection of national data, and other critical strategic domains. In this regard, cyber sovereignty is considered one of the highest priorities of national security.
The report provided a comprehensive analysis of the digital challenges arising from globalization, the risks they generate, and the growing spectrum of cyber threats. Particular attention was given to the country’s dependence on foreign services and resources, including cloud technologies and software solutions, which pose significant risks to national cyber sovereignty.
Furthermore, the conceptual, architectural, and technological foundations for establishing a National Cybersecurity System were presented. The discussion also covered the development of specialized indicators and a unified national index designed to measure, assess, and analyze the cybersecurity status of digital assets across institutions at operational, tactical, and strategic levels nationwide.
The seminar concluded with a broad exchange of ideas on the topic. Participants discussed the practical implementation of the proposed conceptual model and put forward a number of recommendations.
