Vice-president of ANAS, academician Rasim Alguliyev spoke about the organization and activity of the problem council at the first meeting of the problem council on physical-mathematical and technical sciences. The chairman of the council said that by the joint decision of the Presidium of ANAS and the Coordination Council of Scientific Research of the Republic of Azerbaijan, 6 problem councils were established in 6 scientific directions, one of which is the problem council on physical-mathematical and technical sciences. The council includes 27 scientists in physics, mathematics, astrophysics, control systems, information technology and other technical sciences. According to the decision, the deputy chairman of the problem council is the corresponding member of ANAS, doctor of sciences Afig Hasanov, and the scientific secretary is the senior researcher of the Institute of Information Technology, PhD in technical sciences, associate professor Zarifa Jabrailova.
Then he informed about a number of normative-legal documents regulating the activity of academic problem councils. He noted that the law "On Science" adopted by President Ilham Aliyev in 2016 contains certain provisions on problem councils and EITI. He noted that the main purpose is to coordinate scientific research and scientific activities in our country, on the other hand, to support the policy in the field of science and technology, to analyze advanced scientific trends in the world, to recommend new tasks to science and education institutions and scientists. Coordinating research conducted in scientific and educational institutions across the country is also one of the main activities of problem councils.
According to the vice-president of ANAS, coordination of dissertations, elimination of duplication, assessment of the relevance of research in this or that direction, adaptation to the requirements of world science, giving certain recommendations are among the tasks facing the problem councils. The members of the Council should take an active part in building relations between individual scientific institutions, educational institutions and scientists.
The academician also spoke about the activities of the Supreme Attestation Commission (SAC) under the President of the Republic of Azerbaijan. He noted that the EAC is currently carrying out comprehensive reforms that meet modern requirements, purposeful measures are being taken to restructure the activities of the Commission, ensure transparency and improve the quality of certification.
Noting that the problem councils are currently facing very serious tasks, the academician stressed the need for active participation in building relations and receiving reports at various levels with all scientific and educational institutions of the country, including ANAS.
“One of the important tasks before us is to provide intellectual support to the training process,” Alguliyev said. It should be discussed and registered in the councils, and as a final step, in the various problem councils operating under the EPC.
The scientist noted that a single register of dissertations registered in problem councils has been created in the Data Center of the AzScienceNet network of the Institute of Information Technology in recent years.
At the end of his speech, the academician called on everyone to take an active part in the effective organization of the newly formed problem council and the implementation of the tasks set.
