Guided by paragraph 32 of Article 109 of the Constitution of the Republic of Azerbaijan, in order to strengthen the position of the Republic of Azerbaijan in the Fourth Industrial Revolution, which dictates the trends in the global economy, changing the rules of competition and ensuring its place among leading countries in this field:

1. To establish a public legal entity “Center for Analysis and Coordination of the Fourth Industrial Revolution” under the Ministry of Economy of the Republic of Azerbaijan.
2. To determine that:
   • The Center for Analysis and Coordination of the Fourth Industrial Revolution (after this - the Center) is a public legal entity that cooperates and coordinates with the Republic of Azerbaijan in the field of the Fourth Industrial Revolution, as well as analyzes and coordinates challenges, initiatives, strategies and projects in the digital economy;
   • In order to exercise general management and control over the activities of the Center, a Supervisory Board consisting of 3 (three) members shall be established;
   • The current management of the center is carried out by the Executive Director.
3. To empower the implementation of the powers of the founder in the Center to:
   • To the President of the Republic of Azerbaijan:
     • Reorganization and liquidation of the Center;
     • Establishment of the governing bodies of the center;
   • To the Ministry of Economy of the Republic of Azerbaijan:
     • Appointment and dismissal of the Chairman and other members of the Supervisory Board, the Executive Director;
     • Resolution of other issues referred to the powers of the founder of a public legal entity in Article 8.2 of the Law of the Republic of Azerbaijan “On Public Legal Entities”, except for those specified in paragraph 3.1 of this Decree.

4. Maintenance and operation of the Center, as well as reimbursement of expenses arising from relevant international obligations shall be carried out at the expense of the state budget, as well as income from its activities, donations, grants and other sources not prohibited by law.
5. The Cabinet of Ministers of the Republic of Azerbaijan:
   • To resolve issues of logistics for the organization of the Center's activities within two months;
   • To resolve other issues arising from this Decree.
6. Ministry of Economy of the Republic of Azerbaijan:
   • To approve the charter, structure, remuneration fund, number of employees and the amount of salaries (salary, salary supplements, bonuses and other payments) of the Center within one month;
   • To take measures for the state registration of the Center within 3 (three) days after the approval of its charter in accordance with the Law of the Republic of Azerbaijan “On state registration and state register of legal entities”;
   • To resolve other issues arising from this Decree.
