Guided by Article 32, paragraph 2, of the Constitution of the Republic of Azerbaijan, In accordance with the Decree of the President of the Republic of Azerbaijan No 1885 of March 14, 2018 " Measures for the development of electronic government and the transition to digital government" I hereby decide:
1. to approve "Rules of forming, carrying out, integration and archiving of state information resources and systems" (is attached).
2. Establishment of the following E-government Information System (EGIS) subsystems in order to ensure the systematization of information gathered in the state information resources and systems, to improve the efficiency of information exchange between public information resources and systems, and to optimize management in the provision of electronic services to the population:
2.1. Utility Services Unified Information System, which ensures integration of information systems and resources, monitoring and analytical analyzes, forecasting and provision of centralized electronic services in the said area, collected and processed information needed to provide public utility management
2.2. Social Services Unified Information System, which ensures integration of information systems and resources, monitoring and analytical analysis, forecasting and provision of centralized electronic services in the said area, which are collected and processed as necessary to ensure the management of social services;
2.3. Agrarian Services Unified Information System, which ensures integration of information systems and resources, monitoring and analytical analyzes, forecasting and centralized e-services in the field of information collected and processed for the management of agriculture.
3. Ministry of Energy of the Republic of Azerbaijan, Social Protection of Population of the Republic of Azerbaijan and Ministry of Agriculture of the Republic of Azerbaijan will carry out the functions of the Operator of Integrated Services Integrated Information System, Social Services Unified Information System and Agrarian Services Unified Information System established according to Part 2 of this Decree.
4. State Agency for Public Service and Social Innovations under the President of the Republic of Azerbaijan:
4.1. to approve technical requirements for forming, maintaining, integrating and archiving state information resources and systems within two months;
4.2. to organize and maintain a unified registry for the state information resources and systems registration, as well as electronic services registration - "Unified Registry of State Information Resources, Systems and Electronic Services" ;
4.3. to approve requirements on organization and maintenance of electronic services by central and local executive power bodies, legal entities established on behalf of the state the rules of registration of such electronic services with the Presidential Administration of the Republic of Azerbaijan within a month;
4.4. to ensure the formation of the subsystems mentioned in Part 2 of this Decree with their operators;
4.5. to carry out evaluation of existing state information resources and systems in connection with the implementation of the Regulations approved by this Decree;
4.6. to organize an integration of the relevant state information system of the State Statistical Committee with the information system of the E-Government together with the same Committee for the purpose of providing the state statistical information resources and systems with official information;
4.7. to submit a report to the President of the Republic of Azerbaijan on the implementation of the tasks assigned to this Decree.
5. Central and local executive power bodies, legal entities owned by the government, legal entities created on behalf of the state:
5.1. to submit the information lists noted in the paragraphs 3.2 and 4.1 of the Rules approved by this Decree to the State Agency for Public Service and Social Innovations under the President of the Republic of Azerbaijan;
5.2. in accordance with the provisions of paragraph 4.5 of this Decree, ensure an adjusting of the information resources and systems, in which they are owned or operated, to the Regulations approved by this Decree;
5.3. On the basis of proposals from the State Agency for Public Service and Social Innovations under the President of the Republic of Azerbaijan and within the determined period, ensure an integration of the information systems and resources in which they are the owner or operator to the Electronic Government Information System (EIS).
6. The Cabinet of Ministers of the Republic of Azerbaijan:
6.1. to prepare and submit the proposals on bringing the acts of the President of the Republic of Azerbaijan in line with this Decree within three months to the President of the Republic of Azerbaijan;
6.2. to inform the President of the Republic of Azerbaijan within three months of bringing the normative legal acts of the Cabinet of Ministers of the Republic of Azerbaijan into compliance with this Decree;
6.3. to keep control over compliance of normative legal acts of the central executive bodies with this Decree and inform the President of the Republic of Azerbaijan within five months of its implementation;
6.4. to resolve other issues arising from this Decree.
7. to ensure compliance of normative legal acts of the central executive bodies of Ministry of Justice of the Republic of Azerbaijan with this Decree and inform to the Cabinet of Ministers of the Republic of Azerbaijan.
